Rules - who decides order of effect?

Let us say that a model with a pulse effect hits a number of different targets.
Who decides in which order the targets are hit?

To be more specific to the situation which came up recently, there's that great big Neverborn demon thing I can't remember the name of. It has wings. And is large.
It has an upgrade available to it which does a pulse attack, forcing everyone hit to take a Wk Duel. Failure results in being pushed, and taking damage and being slowed if you hit terrain or another model.

So lets say this big demon thing jumps in, and does his pulse attack.
Two models are hit, one further away from the demon than the other.
If the model nearest the demon gets pushed first, it'll hit the other and suffer the slow.
If the farthest one takes the push first though, it'll clear out of the way and the other model won't hit it.

So in such a situation, who chooses?
Or does it happen at the exact same time, so the nearer model won't hit the farthest there either?

@ Squidmaster - part of the reason no one's come back to you is the (highly active) Malifaux scene in the UK mostly uses Wyrd's own forum to communicate.

There's a rules section on there to ask these sorts of questions.

I don't have my book to hand so can't answer right now. I'll try and get a few minutes to answer later today.
