Which issue of WB had this battle scenario (1980's) ?

I lost this issue a long time ago . From the 80's or early 90's at most. I think the cover art was largely yellow.
A multi player battle, I think about 7 players. Board was huge, 10 x 6 or 10 x 8.
A walled city in one corner, with an attacking army.
Each player had his own agenda & victory conditions.
Things like a secret tunnel from inside the city coming out in the woods.

Kind of a bucket list item to see if I can set this up.
