At least this page implies that there is no free, official download.

If you have access to a copy, either use the rules straight out of the box or "borrow" liberally from them. If you don't have a copy of Mighty Empires, check out E-Bay for an unwise person who is selling their copy.

GW doesn't just give away expired rules. The only complete, downloadable game systems are those supported by Specialist Games in living rulebook form. ME is not one of them. Therefore you'll need to take some of the hints given on the linked page.

Of course, everything is nowadays downloadable. It's up to your moral to consider old rulesets as "abandonware" and get an unofficial copy from the shadier side of the net.

the cover of a legal downloaded copy of Mighty Empires RuleBook wrote:The Mighty Empires campaign system allows Warmaster players to create entire nations and wage wars between them. Players begin by creating a territorial map, establishing their realms, and finally dispatching armies to battle over the surrounding lands. Battles are resolved as complete Warmaster games. The system described here is based upon the Mighty Empires game published by Games Workshop but currently out of print.

The full Mighty Empires campaign system is available free from the Resources section of the Fanatic Warmaster website(www.warmaster.com). All players need to do is download the map tile PDF files and empire counters PDF files, paste them onto thick card and then cut them out (players can download as many PDF files as they need). Then in conjunction with these rules, players are all set to start their campaign.

This is quite interesting. Warmaster.com has expired. Old links pointing to the Specialist Games' ME area don't work but you can still find the pages in the Google cache. They also exist in the 2004 snapshot at archive.org. The download page is there as well but the files aren't. Now when I look at it, I'm quite sure that I've browsed that site before...yep, the rule pages and campaign tiles look familiar. Funny thing that I've forgotten it so totally. Maybe it's because the current GWUS site doesn't even hint that such a page had ever existed. Also because I didn't play Warmaster actively by that time.

Strange. For whatever reason, the pages have been taken down. It shouldn't even have anything to do with General's Compendium as it was released in 2003, well before the ME downloads were put available.

Some interesting discussion from a Yahoo group:
Could anyone tell me where the Might Empires pdf for Warmaster has
moved to? It used to be on the Specialist Games website but now
seems to been removed. Why was it removed?

Not a clue. I sent an e-mail to customer service and got an: "Uh... I
dunno." :-)

Now it is theoretically possible that the files could still be available on some Warmaster-related group's download area but this is just wild speculation :? . Looks like they have been officially available but aren't right now. Ohwell, try to find a copy somewhere.

Well I still have the original rulebook around somewhere, I haven't looked at it years! Do people still actually use those rules?

Maybe I should chuck it up on Ebay! :)

Daniel.

I'm pretty sure I have a copy downloaded somewhere, but I will have to dig it out later. If I find it I'll let you know.
